Controlled rent-to-income ratios are exceptionally low for a developing country. Moreover, the Asante housing market exhibits unusual cultural attributes and problems in estimating the 'without' rent control situation. Benefits and costs of rent control are presented by housing types and income levels, and distributional impacts assessed.
