As a consequence: the slope of the supply curve cannot be determined a priori; supply will be influenced by the distribution of non-land income; different tenure categories will behave according to the balance of substitution and welfare effects; compulsory purchase may be necessary to surmount individual preferences; and the effect of a development gains tax on change of use will depend upon the relation between the rate of tax, the tax base, and the supplier's compensating variation.
