The Impact of Soviet Housing Policy on Housing Conditions in Soviet Cities: The Uneven Push from Moscow

This paper describes the causes of variation in housing conditions between Soviet cities, where the state owns over 78 per cent of the housing stock. It also describes the impact of a massive effort to overcome the acute housing shortage, focussing on variations in flows of benefits to different communities.
